Two carriers with the same measurements do not have the same chance of passing. The under-seat space narrows towards the back, so a soft-sided bag that gives three or four centimetres slides in where a rigid box of identical stated size jams — and the rigid one is what gets left at the gate. There is also a rule separate from the dimensions that agents do check: the animal has to be able to stand up and turn around inside. A carrier that fits the aircraft but not the dog fails on the second count.

No. ENAC published an operating framework; each airline decides whether to sell a medium-dog cabin product, on which routes, with which harness/seat rules and fees. Classic under-seat limits (~8–10 kg) still apply unless you booked the specific larger-dog option.
Do I weigh the dog alone or dog + carrier?+
Almost always **combined**: pet + carrier as presented at the gate. Soft carriers add 1–2 kg. If you are 0.5 kg under the published max on paper but over once the bag is loaded, you can be denied boarding.

There is no universal size. Many US soft limits cluster around 43–47 cm long and ~22–28 cm high; Ryanair-style EU limits are often shorter (~40×30×21 cm). Measure your exact bag and compare — soft sides that “squash” still fail if staff measure the expanded size.
Can brachycephalic breeds (pugs, bulldogs) fly in the cabin?+
